Downie, a one-time loose-cannon who was a first-round pick of the Flyers in 2005, had enjoyed career seasons in Tampa as a winger on the top two lines.
This season, he totaled 12 goals, 28 points and 121 penalty minutes in 55 games. Last year, he helped the Bolts reach the Eastern Conference finals with 32 points in 57 regular-season games and 14 points in 17 playoff tilts.
For his career, the 24-year-old Ontario native has collected 53 goals, 124 points and 638 penalty minutes in 252 contests for Philly and Tampa Bay.
Quincey, 26, is in his seventh NHL season. The former fourth-round selection by the Red Wings in 2003 recorded five goals and 23 points in 54 games this year, his third with Colorado.
Since breaking into the league with Detroit in 2005, the left-handed shooter has totaled 16 goals and 92 points over 239 appearances for the Wings, Kings and Avalanche.
